Historical events of 2011, like making of the Customs Union, creation of a single economical space of Russia, Belarus and Kazakhstan, Russia's accession to the World Trade Organization is an important stage of activities of customs service of Russia. These significant events force customs authorities to be competitive, to use all modern customs and information technologies such as: electronic declaring, "remote release" technology, release of goods before filing a declaration, thereby reducing the material and time costs of participants in foreign economic activity.

In the region of activities of the Magnitogorsk customs there was a certain nomenclature of goods of production appointment takes place (raw materials, equipment, component parts).

This circumstance and such factors as ensuring process production, large volumes of movement have brought participants of foreign economic activity as well as units of Magnitogorsk customs and customs posts to the use of an electronic form of declaration, technology of remote release of goods and to control terms of release of declarations on goods. Active application of electronic declare in a zone of activity of customs became good base for use of "remote release" technology.
