P.6-7 Goals and objectives of land protection. Land protection authorities.

Land protection includes a system of legal, organizational, economic, technological and other measures aimed at protecting land as part of the environment, rational use of lands, prevention of unjustified withdrawal of lands from agricultural and forestry turnover, as well as at restoration and improvement of soil fertility.  

2. The objectives of land protection shall be:  

1) preventing land degradation and disturbance and other adverse effects of economic activities by encouraging environmentally safe production technologies and forest reclamation, reclamation and other measures;  

2) ensuring improvement and rehabilitation of lands degraded or disturbed;  

3) implementation of ecological standards for optimal land use.

Owners of land plots and land users shall be obliged to take measures aimed at:

1) protection of lands from depletion and desertification, water and wind erosion, mudflows, waterlogging, swamping, secondary salinization, desiccation, compaction, pollution by industrial and consumption wastes, chemical, biological, radioactive and other harmful substances, from other processes of destruction;

2) protection against contamination of agricultural lands with quarantine pests and diseases of plants, overgrowing with weeds, bushes and small forests, and against other types of deterioration of lands;

3) recultivation of disturbed lands, restoration of their fertility and other useful qualities of land and their timely involvement into economic turnover

4) removal, preservation and use of the fertile soil layer during operations involving disturbance of lands.

2. In order to prevent land degradation, to restore the fertility of soils and contaminated territories and also in the cases when it is not possible to restore the fertility of soils of degraded agricultural lands, lands contaminated by chemical, biological, radioactive and other harmful substances in excess of the established norms for their maximum permissible concentrations and the maximum permissible impact, industrial and consumption wastes, sewage waters and also lands infected by quarantine pests and plant diseases, pr

Охрана земель включает систему правовых, организационных, экономических, технологических и других мероприятий, направленных на охрану земли как части окружающей среды, рациональное использование земель, предотвращение необоснованного изъятия земель из сельскохозяйственного и лесохозяйственного оборота, а также на восстановление и повышение плодородия почв.  

2. Целями охраны земель являются:  

1) предотвращение деградации и нарушения земель, других неблагоприятных последствий хозяйственной деятельности путем стимулирования экологически безопасных технологий производства и проведения лесомелиоративных, мелиоративных и других мероприятий;
