1.Uvod

The pressing issues of our 6me increasingly draw a^en6on to the importance of cri6cal infrastructure, especially in the context of climate change and economic reali6es. Among the most significant challenges we face are two major issues: abnormal warming and high u6lity rates during winter. These issues not only directly affect our daily existence, but also have a significant impact on living standards, the economy and the sustainability of society.

Abnormal warming is characterised by a drama6c change in clima6c condi6ons, which has become increasingly evident in recent decades. Rising average temperatures, changing precipita6on pa^erns and frequent climate disasters are causing concern not only among scien6sts but also among the general public. On the other hand, high u6lity tariffs in winter create serious financial burdens on households. With the onset of the cold season, people face problems related to hea6ng and electricity bills. These tariffs increase drama6cally, pudng many people in a difficult choice between necessary hea6ng costs and other vital needs. Thus, I intend to look at these two important problems, their causes, consequences and possible solu6ons. Although seemingly disparate, these problems are interrelated and require an integrated approach to achieve sustainability and well-being in our society.

2.        Metode dela

In preparing this paper, I have devoted considerable time to researching scientific articles, reports, and studies related to anomalous warming and the

high tariffs for public utilities. This allowed me to see the big picture and understand how these problems affect different aspects of society.

3. Razlogi za nenormalno segrevanje in razlogi za visoke tarife komunalnih storitev pozimi

3.1.        Vzroki nenormalnega segrevanja 

  • Greenhouse gas emissions: The main cause is the combus6on of fossil fuels (oil, gas, coal) in various industries.
  • DeforestaAon: Destroying forests reduces the uptake of carbon dioxide, increasing its concentra6on in the atmosphere.
  • Land use change: Urbanisa6on and agricultural ac6vi6es reduce vegeta6on, disturbing ecosystems.

  • Seasonal energy demand: Increased energy consump6on for hea6ng in winter leads to higher prices.
  • Energy imports: Dependence on imports of gas and oil, the prices of which are as follows fluctuate in the global market.
  • Outdated infrastructure: Low efficiency of hea6ng and electricity systems increases costs.

3.3. Kaj se zgodi z nenormalnim segrevanjem in visokimi komunalnimi tarifami pozimi

The consequences of abnormal warming are manifold, including climatic disasters that disrupt the way of life and damage the economy. Changing climatic conditions affect crop yields and food availability, which in turn leads to higher food prices. Health problems can cause an increase in disease and deterioration in the health of the population. High utility rates during winter can lead to debt and even loss of housing. People start to save money on other vital expenses, which negatively

affects their overall standard of living and well-being. Social tensions can lead to discontent and protests.

3.4. Posledice težav zaradi nenormalnega segrevanja in visokih komunalnih cen pozimi

Implications of the problem of abnormal warming:

  1. Climate disasters: Abnormal warming is causing an increase in natural disasters such as hurricanes, floods, droughts and forest fires. These phenomena destroy infrastructure and threaten human life.
  2. Reduced crop yields and food security: Climate change affects agricultural cycles, leading to lower crop yields, higher food prices and scarce food resources.
  3. Health Impact : Heat waves and changing climatic conditions contribute to the spread of diseases such as respiratory diseases, cardiovascular diseases, and increase mortality in vulnerable populations.
  4. Biodiversity loss: Migration of species and extinction of some animals and plants due to changes in habitual ecosystems and climate leads to biodiversity loss. 

Consequences problems         high         utility         tariffs

in the winter period:

  1. Financial hardship for households: High utility bills can put significant financial strain on families, especially those with low incomes, forcing them to save for other important needs such as food or medicine.
  2. Arrears and evictions: Rising utility arrears can lead to disconnection of heating or electricity and, in extreme cases, loss of housing due to inability to pay debts.
  3. Social tensions: Increased tariffs and reduced accessibility of services may provoke discontent among the population, which may manifest itself in protests and social destabilisation.
  4. Deteriorating housing conditions: People may be forced to reduce the temperature in their homes or use less efficient

heating methods, which negatively affects their health and living comfort.

3.5.        Predlogi za rešitev težave z visokimi tarifami komunalnih storitev pozimi. 

Proposals to address the problem of abnormal warming

  • Reducing greenhouse gas emissions: Switching to renewable energy sources such as solar and wind power, and using cleaner technologies in industry and transport.
  • ReforestaAon and forest protecAon: Increased planta6ons and conserva6on exis6ng forested areas to reduce atmospheric carbon dioxide concentra6ons.
  • [pic 3]Energy Efficiency: Improving energy efficiency in industry, construc6on and transport, which would reduce the consump6on of fossil fuels and climate change.

Proposals for solving the problem of high utility tariffs in the winter period

  1. Introduction of f lat- rate payments : Splitting utility bills into equal shares throughout the year to avoid spikes in tariffs in winter.
  2. Warm season energy purchases: Energy companies can purchase gas and fuel during the summer when prices are lower, which can help reduce heating costs during the winter months.
  3. Investments in infrastructure modernisation: Improving the energy efficiency of buildings through improved insulation, modernisation of heating systems and use of energy-saving technologies.
  4. Renewable energy incentives: Switch to solar panels, thermal power and other renewable energy sources that will help reduce electricity and heating c o s t s .

4. Razprava 

Abnormal warming is not just a scien6fic theorisa6on, it is a real problem that we all face every day. We are witnessing changes in nature: hurricanes are becoming more frequent, droughts and floods are occurring with such regularity that it is already accepted as the norm. These climate disasters are affec6ng our quality of life, making access to clean water and food increasingly difficult, and jeopardising the well-being of millions of people around the world.
