анотація. Досліджено та проаналізовано стан фінансової політики України на сучасному етапі, а також запропоновано заходи по оздоровленню фінансової ситуації в Україні. Визначено сутність фінансової політики у розумінні різних науковців, що пояснюється певними відмінностями, що наведено у порівняльній таблиці у даній статті. Також визначено поняття фінансової політики як пріоритетної складової ланки економічної політики, яка включає певну сукупність заходів, що провадить держава у межах усіх рівнів управління, задля організації й використання фінансів з метою провадження своїх функцій та вирішення термінових чітко визначених задач. Проаналізовано функціональну структуру фінансової політики з врахуванням існуючих наукових засад. Також виявлено, що вчені виокремлюють складову часу як одну з ключових ознак в класифікації. Визначено, що залежно від часового фактору фінансова політика держави може бути як поточна, так і перспективна. А за способом розробки – науково обґрунтована та волюнтаристська. Розглянуто фінансову політику зі сторони результативності та регулювання, та виявлено, що науковці поділяють її на такі види як: конструктивний та деструктивний, а також рефляційний і дефляційний. Виявлено закономірність, що економічна нестабільність і спад виробництва негативно впливають на формування доходів та фінансування видатків бюджету. Також постановлено, що важливою проблемою залишається визначення оптимальних меж функціонування бюджетів усіх рівнів і забезпечення їх якісного і ритмічного виконання при збереженні провідної ролі Державного бюджету України. ключові слова: фінансова політика, фінансові ресурси, економічна активність.

summary. The state of financial policy of Ukraine at the present stage is investigated and analyzed, as well as measures to improve the financial situation in Ukraine are proposed. The essence of financial policy in the understanding of different scholars is determined, which is explained by certain differences, which is presented in the comparative table in this article. It also defines the concept of financial policy as a priority component of economic policy, which includes a set of measures undertaken by the state at all levels of government for the purpose of organizing and using finances for the purpose of carrying out their functions and solving urgent clearly defined tasks. The functional structure of financial policy is analyzed taking into account the existing scientific principles. It has also been found that scientists identify a component of time as one of the key features in classification. It is determined that, depending on the time factor, the financial policy of the state can be both current and promising. And by the method of development – scientifically grounded and voluntary. The financial policy of efficiency and regulation has been considered, and it has been found out that scientists divide it into such types as constructive and destructive, as well as reflexive and deflationary ones. It is revealed that economic instability and decline in production have a negative impact on revenue generation and financing of budget expenditures. It is also revealed that scientists allocate the constituent of time as one of the key features in the classification. It was also decided that determining the optimal limits of functioning of budgets of all levels and ensuring their quality and rhythmic implementation while maintaining the leading role of the State Budget of Ukraine remains an important problem. It should be noted that the basis of financial policy is the budget policy, which is primarily related to the formation and implementation of budgets at all levels. Economic instability and decline in production have a negative impact on revenue generation and the financing of budget expenditures. An important problem remains to determine the optimal limits for the functioning of budgets of all levels and ensure their quality and rhythmic implementation while maintaining the leading role of the State Budget of Ukraine. Therefore, effective public financial policy should create favorable conditions for sustainable state development by implementing modern effective mechanisms of functioning of the financial system of the state. When creating and implementing public financial policies, the current conditions in the country should be taken into account, as they affect the appropriateness of using certain instruments and may accelerate or suspend implementation of certain measures.
