1. A computer crime is an unlawful intrusion, or, quite simply, unauthorized access to computer programs and data.

In a society that increasingly relies on computers, the risk of computer crime is constantly increasing.

Computer crime includes a wide range of actions that can be divided into four categories: theft of computer equipment; computer piracy (illegal software activities); unauthorized access to a computer system in order to damage or destroy information; using a computer to commit illegal or fraudulent activities.

Most foreign experts directly point out that the prevention of computer crime is always much easier than its detection and investigation. Usually there are three main groups of measures for the prevention of computer crimes: legal, organizational, technical and forensic. Why is it so difficult to prosecute cybercriminals?

The problem is primarily in jurisdiction: in most cases, the person who committed the crime is outside the jurisdiction of the court and the prosecutor seeking conviction. The question is, by what laws should he be judged? A situation is possible when evidence is collected, a cybercriminal is found, but it is impossible to arrest him, since there are no legal grounds. Or the country generally lacks cybercrime legislation.

Law enforcement agencies are still not ready to work in cyberspace. Internet crime is still very young.

Another very important feature is that most cybercrimes are simply not reported. Most people do not understand how to report crime online.

Difficulty in collecting legal evidence: it is very difficult to obtain “iron” evidence of cybercrime.
